Builder Licences, Qualifications & Associations in New Zealand: What Homeowners Need to Know

When choosing a builder in New Zealand, you'll come across terms like qualified builder, Licensed Building Practitioner (LBP), Certified Builder and Master Builder.


They sound similar, but they don't mean the same thing.


Some refer to a builder's trade qualification, some to a government licence, and others to membership of a building association. Understanding the difference helps you know what credentials your builder actually holds — and whether they're appropriate for the work you're planning.

What Is a Qualified Builder?


A qualified builder has completed a recognised building or carpentry trade qualification.


This demonstrates that they have undertaken formal industry training and achieved the required competency standards for that qualification.


However, being trade-qualified and being licensed are two different things.


A qualified builder:

  • Holds a recognised building or carpentry trade qualification

  • Has completed formal practical and theoretical training

  • Can undertake general building work within their competency

  • Cannot carry out or supervise Restricted Building Work unless they also hold the appropriate LBP licence

This distinction becomes particularly important when your project involves structural or exterior building work.


What Is a Licensed Building Practitioner (LBP)?


A Licensed Building Practitioner (LBP) is a building professional who has been assessed as competent by New Zealand's government licensing system to undertake or supervise particular categories of building work.


Unlike a trade qualification, an LBP licence is competency-based. This means an LBP does not necessarily need to hold a formal trade qualification to become licensed.


There are different LBP licence classes, including:

  • Design

  • Carpentry

  • Roofing

  • Bricklaying and blocklaying

  • External plastering

  • Foundations

  • Site


An LBP must hold the appropriate licence class for the Restricted Building Work they are carrying out or supervising.


Why Does LBP Licensing Matter?

Restricted Building Work (RBW) covers some of the most important parts of your home, including work affecting its:

  • Structural framing

  • Foundations

  • Roof

  • Exterior cladding

  • Weathertightness

This work must be carried out or supervised by an appropriately licensed LBP.


When an LBP carries out or supervises Restricted Building Work, they must provide a Record of Work (RoW) to both the homeowner and Council, identifying the work they personally carried out or supervised.


This creates a formal record of who was responsible for that Restricted Building Work (RBW).

How Can I Check if Someone Is an LBP?


LBPs are listed on a public government register lbp.govt.nz.

Before engaging someone for Restricted Building Work, you can search the Licensed Building Practitioners Register to confirm:

  • Their licence is current

  • Which licence class or classes they hold

  • Their licence history


This is a simple check homeowners can make themselves rather than relying solely on what they're told.


What Is a Certified Builder (NZCB)?


New Zealand Certified Builders (NZCB) is a professional membership organisation for trade-qualified builders.


It is not a government building licence. Membership has separate qualification requirements, professional standards and obligations.

To become an NZCB member, a builder must hold a recognised trade qualification, such as:

  • A recognised New Zealand carpentry qualification or trade certificate

  • A recognised building qualification

  • An approved equivalent overseas trade qualification


NZCB members must also agree to its Code of Practice and Code of Ethics, which includes requirements to:

  • Only accept work they have the skills and capacity to complete

  • Hold appropriate insurance

  • Use written building contracts

  • Meet NZCB's professional and ethical standards

  • Address defects identified in their work

  • Maintain their knowledge through ongoing industry training

What Is a Master Builder?


A Registered Master Builder is a builder or building business that is a member of Registered Master Builders Association of New Zealand.

Like NZCB membership, Master Builder membership is not a government building licence and should not be confused with LBP licensing.

This distinction is important because terms such as Master Builder, Certified Builder, qualified builder and Licensed Building Practitioner are often used interchangeably in everyday conversation, despite representing different credentials.


When assessing any building association membership, look at what is actually required to become a member, alongside the individual builder's trade qualifications and LBP licensing.


Eligible projects completed by Registered Master Builders can also apply for the Master Build 10-Year Guarantee, which provides additional protection beyond the builder’s own obligations.

A builder or building company can hold more than one of these credentials.

For example, someone may be a trade-qualified carpenter, hold an LBP licence and belong to a professional building association.


One credential does not automatically mean they hold the others.

When selecting a builder, look for:

  • Appropriate LBP licensing for the work being undertaken

  • A recognised trade qualification

  • Proven experience with your type of project

  • Clear contracts and documentation

  • Appropriate insurance

  • Transparent communication

  • An independent 10-year building guarantee

The strongest choice is a builder who combines the right qualifications and licensing with proven experience, professional systems and accountability.


What This Means for Homeowners

A qualified builder, Licensed Building Practitioner and building association member are not the same thing. Each tells you something different about the builder you are considering.

Understanding those differences — and checking the credentials yourself — gives you a much clearer picture of who you're trusting with your home and what protections are in place.
